Proposed GRILL FLAME Protocol: Task II - Proposed SRI International Protocol for Research on Remote Perturbation Techniques

The document is dated 8 May 1979, numbered SRI 9-4186, marked SECRET with a sources-and-methods warning notice and a no-foreign-nationals caveat, and this is copy number 1.

Classification traces to a 7 July 1978 Department of the Army message from DAMI-ISH with a 1998 review date, and the original document was 84 pages in one numbered copy.

The protocol as structured includes a volunteer consent form, medical facilities, insurance and debriefing sections, and three appendices, of which the first two are reprinted published papers.

The protocol defines remote perturbation as a mental process by which a person perturbs remote sensitive apparatus, and states that no drugs, hypnosis or sensory, electrical or electromagnetic stimuli will be used.

The stated military objective is to determine whether targeted sensitive electronic equipment can be perturbed by RP activity, and the stated applications are remote interaction with computers, locks, switches and codes held secure from physical access.

Army involvement in GRILL FLAME was approved in principle by DARCOM in April 1978 with ACSI taking lead for applications in May 1978 and overall DoD responsibility at DIA, and the three responsible individuals at SRI are named as May, Puthoff and Targ.

The protocol traces its own lineage to a 1972 SRI observation in which a shielded Josephson-effect magnetometer appeared to be perturbed by a named subject, Ingo Swann.

The founding anecdote describes a subject being asked to affect and then to stop a magnetic field change, with the chart recorder said to have responded within seconds.

The authors themselves state that the magnetometer observation was not a proper investigation and could not rule out effects confined to the recorder.

The prior-art experiment on which this protocol builds asked individuals to focus attention on an electronic noise source — described here as remote viewing it — while watching a feedback display.

The proposal rests on a literature base of 54 random-number-generator experiments of which 35 were reported significant, while conceding that the effects are rarely stable for any one individual.

The proposed subjects are eight or fewer people already experienced as remote viewers in SRI's earlier work, and the noise sources are to be battery-powered and optically coupled to isolate them from ordinary interference.

The protocol proposes to investigate whether remote viewing and remote perturbation are related, treating them as two distinct things whose dependence is an open question.

The document's entire statement of technical application is that a very small effect could be made to operate a mentally-activated switch with arbitrarily high reliability.

The experiment has three elements — a noise source, an LSI-11 analysis computer and a video feedback display — and assumes to first order that only the noise source, not the computer, recorder or display, is susceptible to perturbation.

The design varies presence of a participant, the type of random source and the feedback display, and measures a single dependent variable — the statistical analysis of the binary bit stream.

The random source is to be built around beta emitters — carbon 14 and promethium 147 — chosen because they have no competing decay modes, with battery operation to isolate them from mains transients.

A deterministic pseudo-random shift register serves as the control source, and the analysis asks whether the bit stream is distorted 'due to, say, RP influence'.

Each sampled bit updates a three-way decision: keep sampling, declare the sequence undistorted, or declare it distorted.

The operational definition of a perturbation is a bit-count trajectory that crosses into Region III of the decision graph.

A redundancy check — replaying the recorded raw data against the videotaped live display after the participant leaves — is proposed to test whether any apparent effect sits in the source or only in the display.

Participants are to be drawn from SRI staff and consultants already in remote viewing experiments, admitted only on a positive desire to take part, and paid by session contributed rather than by performance.

The investigation is six months long, with sessions of no more than half an hour and at most two a day, and no more than eight participants, all in general good health by a standard SRI employment physical.

Participation is on a signed consent form describing the program as determining the nature and possible applications of inherent psychic abilities, with a right to withdraw at any time without prejudice.

The volunteer is told in plain terms that the object is to mentally perturb sensitive electronic equipment by acting on a video display through passive volition, with no drugs, hypnosis or subliminal stimulation involved.

The protocol tells volunteers there is no known evidence of adverse effects, no known risk to protect against, and offers as a benefit the chance to gain conscious control over otherwise latent processes within themselves.

Injury handling falls under SRI's ordinary industrial-accident machinery, with the Menlo Medical Clinic designated and an internal emergency number.

Insurance cover splits three ways — SRI employees under California Worker's Compensation, U.S. government employees under the federal equivalent, and individual consultants under nothing but their own personal insurance.

Subjects are to be shown all their own data after each session and receive a final unclassified report, which the protocol treats as sufficient debriefing because it regards the study as a purely intellectual activity.

Success is defined in advance: after a four-month pilot, each of eight participants contributes 100 runs, and more than 10 runs at better than 20:1 against chance declares that participant significant.

The work is to be done in a furnished room on the third floor of the Radio Physics Building, Building 44, at SRI Menlo Park.

The paper reprinted as Appendix A describes subjects trying to mentally influence a random number generator, which is the prior art the SRI protocol proposes to replicate under tighter control.

Appendix B is the March 1976 Proceedings of the IEEE paper by Puthoff and Targ, reprinted whole, which is the remote-viewing credential the protocol cites for its proposed participants.

The first-named project officer is a physics PhD who had been a consultant to SRI's Radio Physics Laboratory since 1976.

The biography states that Puthoff served as a commissioned Navy officer in a research billet at NSA, Fort Meade, working on project LIGHTNING before entering Stanford.

As of May 1979 the biography describes Puthoff as serving as consultant and contractor to the DoD and Intelligence Communities in the parapsychological area.

The third project officer is described as a senior research physicist in SRI's Radio Physics Laboratory whose stated specialisms are remote sensing and psychoenergetic phenomena alongside laser and microwave work.

The document closes with a back cover carrying the SECRET marking and the sources-and-methods warning notice.

'MIA-sponsored' is transcribed exactly as typed; the sponsor named elsewhere in the document is DIA (Defense Intelligence Agency, printed on page 2), so this reads as a typewriter transposition, but it is not corrected here. Note that the exclusion list governs what is done TO THE PARTICIPANT, not what is done to the target equipment.

“One of the first psychoenergetically produced physical effects observed by SRI personnel in early research (1972) was the apparent perturbation of a superconductor-shielded Josephson effect magnetometer by a gifted subject, Mr. Ingo Swann. Following is a fairly detailed account of that first observation, since it reveals a number of aspects of remote perturbation (RP) research that we consider to be of significance. This magnetometer is located in a well under a building and is shielded by µ-metal shielding, an aluminum container, copper shielding, and, most important, a superconducting niobium shield. “Mr. Swann was shown the setup and told that if he were to affect the magnetic field in the magnetometer, it would show up as a change in the output recording. Then, to use his own description, he placed his attention on the interior of the magnetometer, at which time the frequency of the output doubled for about two of the cycles or roughly 30 seconds. This is indicated by A in Figure 2. Mr. Swann was next asked if he could stop the field change being indicated by the periodic output on the recorder. He then apparently proceeded to do just that, as can be seen at B in the graph, for a period of roughly 45 seconds.”

The binary output of such a device has the property that although the sequence meets a number of criteria for randomness, the sequence is deterministic, once the starting seed for the register is given. ... The analysis and control portion of the system consists of an existing project LSI-11 microcomputer. To obtain an imput, the LSI-11 is programmed to sample one of the noise sources at a specified rate to obtain its random bits. ... The sequential analysis technique is an extremely efficient technique for determining whether the output of the binary random generator contains a distribution of 0s and 1s as expected for an unperturbed source, or is distorted due to, say, RP influence.”

'imput' for 'input' is transcribed as typed. This is one of the few places where the document uses the word 'influence' of the RP effect itself; it is used of the effect on the generator, not on a person.

The page distinguishes the two activities explicitly in one sentence — people 'presently participating in remote viewing experiments' are to be familiarised with 'the remote perturbation experiments' before joining 'the RP program'. Item 2 on the same page adds that the session takes place 'at SRI building 44 (see Figure 6)', lasts a half-hour, gives immediate feedback 'to assist you in gaining conscious control over the remote perturbation abilities we are examining', and that 'At any time you may decline to take part in either session, without prejudice to your continued participation in the program.' Figure 6 is the photograph of the room on printed page 27.

Clinic hours and the out-of-hours arrangement (Emergency Section of the Palo Alto/Stanford Hospital, 300 Pasteur Drive) follow on the same page. Nothing in sections F.1 or F.2 is specific to remote perturbation; the whole medical annex is boilerplate SRI safety text, including a 'DIAL 7' page and first-aid instructions for bleeding, non-breathing and shock on printed page 23.
