This is not a title. It is the identifier the file was released under — Descriptive. No single title page covers the three pages, which are a signed ACTION MEMORANDUM, a DIA Form 1 Staff Summary Sheet of the same control number, and an earlier state of the memorandum.

OBSERVATION FOR THE OPERATOR, NO RELATIONSHIP PROPOSED. This page appears to carry the same text as the separate one-page file CIA-RDP96-00789R002100210001-5. Two differences are on the face of the pages and matter for cataloguing: the release stamps differ - this copy 'Approved For Release 2003/09/09', that one 'Approved For Release 2000/08/08' - and the redaction differs. On the 2000 release the 'Prepared by' field is a SOLID BLACK BOX; on this 2003 release the same field is an EMPTY RULED WHITE BOX with nothing in it. Both carry the marginal code SG1J. A reader comparing the two should not assume the white box means nothing was withheld.

CATALOGUE FACT - THIS PAGE IS THE STAFFING RECORD FOR THE MEMORANDUM. The form is 'DIA FORM 1 OCTOBER 1962' with 'DIAR 12-8' at foot right. The SIGNATURE column carries an ink signature reading Vorona on the DT line. Three manuscript annotations run across the signature column and are the substance of this page: a date that reads '21 Jun 87' or '21 Jan 87' - the month is three letters and ambiguous between Jun and Jan at 170 dpi, so I do not resolve it; '7 Aug 87' below it; the typed-over-in-ink phrase 'DD DID NOT SEE' followed by '10/9/87'; and 'SIGNED 1 1 AUG 1987' stamped across the DR row. The ROUTE TO rows for ESO, ED and DD carry no ACTION entry. The ACTION OFFICER signature box is empty and its TYPED GRADE AND SURNAME box shows only 'GS-15' with the name area blank or withheld; TYPIST'S INITIALS reads 'lp'. Marginal codes SG1J (three times) and SG1A (once) appear down the right edge. - the page nowhere states who the GS-15 action officer was.

This is the clearest statement in Batch C of WHY the human use memoranda form an annual series - the annual review is described here as the Deputy Secretary's own desire. A large empty ruled box sits to the right of the REMARKS block with the marginal code SG1J beside it; it is a white box with nothing visible in it, and I cannot tell whether it was blanked in processing or was blank on the original.

THIS IS THE MOST CONSEQUENTIAL THING ON THE THREE PAGES AND IT NEEDS STATING PRECISELY. pdf page 3 carries the same control number S-20004/DT-S, the same 11 AUG 1987 date stamp and the same subject as pdf page 1, but its FY 88 paragraph is worded differently. Page 1 reads: 'During FY 88, proven training techniques will be continued and a wider range of operational tasks will be pursued for cueing Intelligence Community sources in the collection of foreign intelligence.' Page 3 reads as quoted above. The clause 'program applications will be used to complement the efforts of other U.S. intelligence disciplines' is present on page 3 and ABSENT from page 1. Page 3 also carries two handwritten tick marks in the left margin, one beside the FY 87 paragraph and one beside the FY 88 paragraph, i.e. exactly the two paragraphs a reviewer would mark. Page 3's signature block is typed 'SIGNED / LEONARD H. PERROOTS' with no ink signature, where page 1 carries Perroots' actual signature. On the face of the pages, page 3 is an earlier state and page 1 the executed one; the file therefore preserves a textual revision. I record both readings and propose nothing about who made the change or why.
“Coordination: OSD (GC) APPROVED OTHER Prepared by CLASSIFIED BY: DIA/DT DECLASSIFY ON: OADR”
The OSD (GC) line carries an ink signature, not the typed 'by H. L. Garrett, III' that appears on pdf page 1 - so on this state the General Counsel coordination is a wet signature and on the signed state it is typed. A large hand-drawn ellipse encircles the whole coordination block, with a line running from it to the right margin ending in the handwritten words 'For records' - which is a filing instruction, and is the likeliest reason this superseded state survives in the file at all. The 'Prepared by' field here is an EMPTY RULED WHITE BOX with marginal code SG1J, matching pdf page 1 of this file and differing from the solid black box on the 2000 release of the same memorandum. The APPROVED and OTHER lines are blank.
