CATALOGUE FACT - THIS DOCUMENT HAS A TITLE AND A DATE. The work order lists it as 'CREST CIA-RDP9600788R0020001600121', untitled, never opened. Its subject line is 'Management by Objective for GONDOLA WISH (U)'. Top right carries the stamp WORKING PAPERS and, beneath it, a date stamp reading 27 APR 1978. There is no typed date and no signature block on this page. OBSERVATION FOR THE OPERATOR, NOT A PROPOSED CONNECTION: the GONDOLA WISH working paper CIA-RDP96-00788R002000160011-2 closes with 'Recommend that the attached MBO plan for GONDOLA WISH be adopted' and marks '1 Incl / as', but no MBO plan is inside that file. This document is an MBO plan for GONDOLA WISH. Whether it is that enclosure is for the operator to decide - note that the date stamp here, 27 Apr 78, is about six months BEFORE the handwritten '1 Nov 78' on the working paper, which argues against a simple enclosure relationship. Also note this page's goal statement is a FIFTH variant of the definition sentence: 'the Soviet and East European parapsychology threat' - no 'intelligence collection' at all.

Each objective is followed by the headings '(1) Manpower:' and '(2) Cost:' with NOTHING typed after either, on every objective, on both text pages. - no manpower figure and no cost figure appears anywhere in this document. Whether the plan was never costed or the figures were entered on a copy not in this file cannot be told from these pages. The date in objective d is handwritten over the typed line and reads 1; the typed character beneath is not legible.
