That this is a DIA action memorandum to the Deputy Secretary of Defense under control number S-1,060/DT-ACO requesting renewal of human use approval.

- this memorandum carries NO DATE. There is no date stamp and no typed date anywhere on the page, where the 11 Aug 1987 memorandum of the same subject carries a stamped date in the same position. The control number differs in both serial and office symbol: S-1,060/DT-ACO here against S-20004/DT-S on the 1987 memorandum. The page also carries a United States Constitution Bicentennial seal at top right, which the 1987 memorandum does not; the Bicentennial ran 1987-1991.

This paragraph has no counterpart in the 11 Aug 1987 memorandum, which opens straight into FY 87. The count is written twice over - 'ten (10)' - where the 1987 memorandum writes '11' in digits only.

“(S/NF/SS-2) During FY 87, Project SUN STREAK personnel pursued the practical applications of applied psychoenergetics against selected operational tasks and improved skills through proven training techniques. (S/NF/SS-2) During FY 88, proven training techniques were continued and a wider range of operational tasks were pursued. (S/NF/SS-2) For FY 89, it is anticipated that seven (7) SUN STREAK personnel will receive advanced training for application to complex operational tasks. An increase in operational project activity is also expected as experienced staff members become more proficient.”

TENSE IS THE DATING EVIDENCE ON THIS PAGE, and it is worth spelling out because the memorandum is undated. The 11 Aug 1987 memorandum writes FY 88 in the FUTURE ('will be continued'); this one writes FY 88 in the PAST ('were continued') and FY 89 as anticipated. On the face of the two pages this one is the later of the pair. The FY87 sentence here also drops the personnel figure that the 1987 memorandum carries - it says 'Project SUN STREAK personnel' where the 1987 text says 'the 11 people assigned to Project SUN STREAK'. Whether seven is a cut or only the number receiving advanced training is not stated: the sentence is about training, not assignment.

“(S/NF/SS-2) A panel of senior executives from DIA, CIA, AIA, AF/IN, DNI and C3I oversee and advise the SUN STREAK project in matters relating to operational activities. Project activity is monitored and reviewed by an executive-level panel which includes ASDC3I and DR/DIA. (S/NF/SS-2) Request you reapprove use of DoD personnel for psychoenergetics activity in the SUN STREAK program. TWO THINGS THAT MAKE THIS COPY A DRAFT, OR AT LEAST AN UNEXECUTED ONE. First, there is NO SIGNATURE BLOCK AT ALL - no typed name, no rank, no title, no ink signature. The 11 Aug 1987 memorandum of the same subject is signed by Lt Gen Leonard H. Perroots. Second, all three coordination lines - OSD (GC), APPROVED, OTHER - are RULED AND EMPTY, where the 1987 memorandum has 'by H. L. Garrett, III' typed on the OSD (GC) line and an ink signature on APPROVED. There is also no 'Prepared by' field and no redaction anywhere on this page. Also note the wording change flagged on the companion memorandum: the named 'SUN STREAK Project Tasking Group' of the 1987 text is here just 'A panel of senior executives', and 'operational concerns' becomes 'operational activities'. Recorded as page facts; no relationship proposed.
