SUN STREAK Oversight Panel - Minutes of First Meeting (U)

That this document is the minutes of the first meeting of the SUN STREAK Oversight Panel, issued by DIA/DT and dated 21 January 1986.

That the SUN STREAK Oversight Panel first met on 16 January 1986, chaired by the Assistant Secretary of Defense for C3I, with the Director of DIA as advisory member and DIA/DT as panel member.

That the panel's remit was review and management guidance, and that in January 1986 SUN STREAK was described as a new DIA-managed programme to develop an operational psychoenergetics capability for the Intelligence Community.

That SUN STREAK's special access program approval came from the Deputy Under Secretary for Policy on 30 March 1985, human use approval from the Deputy Secretary of Defense on 19 March 1985, and the unit remained at Fort Meade under an Interservice Support Agreement.

CATALOGUE FACT - THIS DOCUMENT IS TITLED AND DATED. The work order lists it under its release identifier only, among the nine 'not yet identified'. Both title lines and the date are typed and underlined on the title page; this page is NOT a blank release sheet. The classification block at foot right reads 'CLASSIFIED BY: DIA/DT / DECL: OADR' and is partly overprinted by the release stamp. The title page carries the date 21 JANUARY 1986 while the meeting it records was held on 16 January 1986 - the minutes are dated five days after the meeting.

One solid black redaction box, roughly two inches, covering the name of the project coordinator/executive secretary; marginal code SG1J appears twice in the left margin of this page, once beside paragraph 1 and once beside paragraph 3. NAMES: the page gives 'Mr. D. Latham', 'Lt Gen L. Perroots' and 'Dr. J. Vorona' - initial and surname only in each case, no forenames. Perroots is the same rank and surname as the Director who signs the 11 August 1987 human use memorandum in this batch; this page gives only the initial L. and I make no identification beyond what is printed.

“(1) (S/NF/SS-2) Special access program: Formal approval was received on 30 March 1985 from the Deputy Under Secretary for Policy to establish this effort as a special access program. (2) (S/NF/SS-2) Human use approval: On 19 March 1985, formal aproval was received from the Deputy Secretary of Defense for this activity, provided that DoD human use guidelines were followed. These requirements are now incorporated in the SUN STREAK program. (3) (S/NF/SS-2) Logistics: All logistics requirements have been identified. The SUN STREAK unit will remain housed at Ft. Meade, MD., and consequently DIA and Ft. Meade have entered into an Interservice Support Agreement (ISSA).”

'aproval' with one p in subparagraph 2 is as printed - not corrected. These two dates are the origin of the annual human use renewal series: the human use approval of 19 March 1985 is the grant that the memoranda elsewhere in this batch ask to have renewed. Recorded as what the page carries; no relationship proposed. Note also the word 'remain' - the unit was already at Fort Meade before this.

“(4) (S/NF/SS-2)Training/Operations: During FY 1985, the primary focus of this unit was to improve remote viewing skill levels. Three individuals are now nearing advanced stages of training, and another individual is proceeding at a satisfactory pace. When the experienced viewers complete training, they will begin an operational training/qualification phase so that their skills can be qualified for real operational projects. This phase should begin in March 1986. Some operational tasks will also be performed during FY 1986. It is anticipated that a limited unit operational readiness will be achieved by mid-1987. An”
