That a body named the SUN STREAK Project Tasking Group, drawn from DIA, CIA, AIA, AF/IN, DNI and C3I, oversaw the project, with an executive-level panel including ASDC3I and DR/DIA reviewing it.
That the Director of DIA, Lt Gen Leonard H. Perroots, personally signed the request, that it was coordinated with the OSD General Counsel by H. L. Garrett, III, and that human use was governed by Procedure 13 of DoD directive 5240.1-R.

“DEFENSE INTELLIGENCE AGENCY WASHINGTON, D.C. 20340-6150 S-20004/DT-S 1 1 AUG 1987 MEMORANDUM FOR THE DEPUTY SECRETARY OF DEFENSE SUBJECT: Request for renewal of human use approval - ACTION MEMORANDUM (U)”
The date is a rubber stamp, not typed - the digits '1 1' are separated by the stamp's own spacing and the final digit of 1987 is partly clipped at the right. The ZIP is printed '20340-' on the letterhead with '6150' added in a different, larger face, i.e. the mail-stop suffix was struck on separately.
“(S/NF/SS-2) This request is in response to your desire for annual review of the DIA psychoenergetics activity conducted under SUN STREAK, a DoD-approved special access program. (S/NF/SS-2) During FY 87, the 11 people assigned to Project SUN STREAK pursued the practical applications of applied psychoenergetics against selected operational tasks and improved skills through proven training techniques.”
The figure is written '11 people' in digits. Both this memorandum and the undated companion memorandum in this batch (CIA-RDP96-00789R002100020001-6) open with the identical first paragraph, word for word.
“(S/NF/SS-2) The SUN STREAK Project Tasking Group comprised of a panel of senior executives from DIA, CIA, AIA, AF/IN, DNI and C3I oversees and advises in matters relating to operational concerns. Project activity is monitored and reviewed by an executive-level panel which includes ASDC3I and DR/DIA.”
'C3I' and 'ASDC3I' are printed with a raised superscript 3 which plain text cannot carry; transcribed here as C3I and ASDC3I. NOTE FOR THE OPERATOR, NOT A PROPOSED RELATIONSHIP: the undated companion memorandum in this batch carries the same sentence with the words 'The SUN STREAK Project Tasking Group comprised of' replaced by 'A panel of' - i.e. the named body loses its name. Recorded because a reader tracing when that group existed under that name will want to see both.
“(S/NF/SS-2) Request you reapprove use of DoD personnel for psychoenergetics activity in the SUN STREAK program conducted with no changes in program procedures and in strict compliance with the provisions of Procedure 13, DoD directive 5240.1-R. LEONARD H. PERROOTS Lieutenant General, USAF Director Coordination: OSD (GC) by H. L. Garrett, III APPROVED OTHER”
The memorandum carries Perroots' ink signature above the typed block. 'by H. L. Garrett, III' is typed on the OSD (GC) coordination line; the APPROVED line carries an ink signature that is initials only and not legible as a name; the OTHER line is blank. The 'Prepared by' field at the foot is a SOLID BLACK REDACTION BOX with the marginal code SG1J - one box, covering roughly four inches. WARNING NOTICE at foot: 'This material is restricted to those with verified access to SUN STREAK LEVEL 2 (SS-2).' - the memorandum does not say who at OSD granted or refused the reapproval it asks for; there is no return endorsement on this page.
