CATALOGUE FACT - THIS DOCUMENT IS TITLED. The work order lists it under its release identifier only. The title block sits about halfway down an otherwise empty sheet, which is why a quick look at page 1 could read as blank. - the report carries no date line of its own beyond 'FY 1989' in the title; there is no day or month anywhere. A handwritten '# 07 89' appears at the foot of page 1 below the release stamp; a handwritten number is not a date line and I have not recorded it as one.

TWO WARNINGS ON THIS TABLE. First, the vertical bars are MINE - the original is a column layout with no rules, and I have inserted separators so the figures cannot drift out of alignment in plain text. The column headings and the order of the figures are as printed. Second, and more important: - THE TABLE STATES NO UNIT. Nowhere on either page does it say whether these figures are dollars, thousands of dollars or millions. Do not assume. In context a figure of 1,351 for prior years against 563 for FY1989 is consistent with thousands, but the page does not say so and I will not supply it. Every R1/P1 Line # cell contains a dash.

The missing space in 'potential.It' is as printed - not corrected. This is the only place in Batch C that gives the military/civilian split of the billets. Note the gloss the document puts on its own subject: 'psychoenergetics (i.e., remote viewing)' - this report treats the two terms as equivalent, which is worth recording exactly, because another document in this batch (the May 1979 SRI protocol) turns on a distinction between remote viewing and remote perturbation. No relationship proposed; recorded as what this page says.

The JUSTIFICATION sentence ends without a full stop, as printed. Note that the stated reason for special access is security of personnel and data, not sensitivity of the subject matter.

'(2)SAP' is printed without a space, as transcribed. THREE SOLID BLACK REDACTIONS on this page: one covering the remainder of the Action Office line after 'DIA/DT-5A', one below it, and one covering the Phone entry - the first two overlap at their corners and I cannot tell with confidence whether they are two boxes or one stepped box. Marginal codes SG1J and SG1A appear to the right, one under the other, but they cannot be mapped one-to-one onto the boxes. 'Major Contractors: Not Applicable' is a real negative on the face of the record: this report describes SUN STREAK as wholly in-house. The office symbol DIA/DT-5A is the same symbol given for the project coordinator in the 21 January 1986 Oversight Panel minutes; recorded as a page fact, no relationship proposed.
