That mark is followed by a blank gap of roughly eight character widths before 'It is envisioned' - the gap is clean white paper with no black box, no white box and no marginal redaction code, so I cannot say whether something was removed there or whether it is simply typing space. Verify at higher resolution before treating the gap as a redaction.

Checked on a three-times enlargement to be sure the missing i is not a copy dropout.
