Retired U.S. Navy admiral; former Director of the National Security Agency (1977-1981) and Deputy Director of the CIA (1981-1982). UFO researchers say he told a NASA mission specialist seeking information on crash-retrieval programs to consult R. Evans Heinman, an NRO program director - a claim that remains second-hand and unverified.
