Russian military colonel who, per George Knapp's 2023 congressional testimony, directed the Soviet/Russian military UFO study and described 45 incidents of Russian warplanes engaging UFOs (three reportedly ending in crashes) and an alarming event at an ICBM base. His account reaches the map through Knapp's Moscow interviews.
