38th U.S. President; as House Minority Leader he wrote to the Chairman of the House Armed Services Committee on 28 March 1966 about the Michigan sightings, naming the Air Force consultant J. Allen Hynek as the man who dismissed them as "college student pranks or swamp gas or an impression created by the rising crescent moon and the planet Venus", and saying "I do not agree that all of these reports can be or should be so easily explained away." In the same letter he proposed that either the Science and Astronautics Committee or the Armed Services Committee schedule hearings on UFOs. His letter is printed in the House Armed Services Committee's UFO hearing of 5 April 1966, at folio 6046 - eight days after he wrote it. Whether it caused that hearing is not established here.

Condon is named nowhere on the sheets read. At folio 6044 Secretary Brown says he holds a recommendation from the Scientific Advisory Board to establish a civilian panel and "I believe I may act favorably on it, but I want to explore further the nature of such a panel, and the ground rules, before I go ahead with it" - a hedge about a future decision, on a recommendation that came from the SAB rather than from Ford.
