CORRECTED 2026-08-26, AND THE CORRECTION IS THE POINT. This description previously ended with a second sentence: "AARO's own Historical Report Volume I is cited as saying an earlier 2008 attempt at the same transfer was separately blocked by James Clapper." The report it names does not say that. This project now holds AARO's Report on the Historical Record of U.S. Government Involvement with UAP, Volume I (February 2024) and searched its full text: the name Gaffney appears nowhere in its 63 pages; the only "2008" anywhere in the file is "Defense Appropriations Acts of Fiscal Years 2008 and 2010"; and "Clapper" appears exactly four times - once on printed 23, recommending against Special Access Program status for AAWSAP/AATIP, and three times in endnotes citing his memorandum of 17 November 2009 to the Deputy Secretary of Defense. None concerns stopping a transfer of material. The nearest thing the report does contain is on printed 31, which this project has read: interviewees allege that a former CIA official - whom AARO does not name - stopped a transfer of material from industry to the USG in 2010, and AARO records that the person alleged to have stopped it denied the allegation and signed a Memorandum for the Record. Between that anonymous, denied, 2010 passage and this map, a name was supplied, a second living man was named as the actor, and the year moved to 2008 - and the result was presented as what a government report says. The Liberation Times allegation is left in place above, attributed and marked unverified, because that is the honest form of an unproven claim; what was removed is the false attribution of it to a source that does not carry it.
