A Prospective Special Access Program (PSAP) that was PROPOSED to the Department of Homeland Security and never approved or stood up. AARO's historical record report describes it as a plan to restart UAP investigations, paranormal research including alleged "human consciousness anomalies", and to reverse-engineer any recovered off-world spacecraft its advocates hoped to acquire. The report says it "traces its origins to the DIA-managed AAWSAP/AATIP program", which DIA cancelled in 2012 "due to lack of merit and the utility of the deliverables"; that "Senators Lieberman and Reid asked that the PSAP be established with the promise of additional funding"; and that "no extraterrestrial craft or bodies were ever collected - this material was only assumed to exist by KONA BLUE advocates and its anticipated contract performers."     Caveat THE ENTITY AT THE FAR END OF THIS ARROW IS CONTESTED IN ITS OWN NAME. This report writes "the DIA-managed AAWSAP/AATIP program" as one thing; the Department has said elsewhere, and this map records on link 23, that "Unlike AAWSAP, AATIP was never an official DoD program." There is no aawsap node here, so the arrow lands on aatip, which is the closer half of a compound the source treats as single. Separately: the same sentence names the contractor only as "a private sector organization", and the next names "a property owned by" it. This map holds nodes many readers would map onto both. Read what the sentence rests on in its own words: "As demonstrated by the proposal package and by statements from the originator". This project holds neither the proposal package nor those statements, and the report does not name the originator. Reid is not quoted here and nothing in this corpus carries any response from him to the characterisation. Guardrail 4 applies with full force: AARO is a party to this history, not a neutral narrator of it, which is why the claim text says "in AARO's account" rather than stating it flat.
