The CIA's illegal Cold-War mind-control and behavioral-modification program (1953-64; its successor MKSEARCH ran to 1973), run out of the Agency's Technical Services Staff under Sidney Gottlieb. The same CIA technical-services lineage that had pursued drugs, hypnosis, and interrogation later funded the SRI remote-viewing program.

THE LABEL IS ABOUT WHAT THE PROGRAMME STUDIED AND IS NOT A CLAIM OF DESCENT. Nothing this project holds says MK-ULTRA led to SCANATE, GRILL FLAME or STAR GATE, and the timeline draws it in its own array for exactly that reason. NOTE ALSO that the automated screen proposed this node for the wrong reason - it matched "remote-viewing" in a clause of the role text describing the LATER SRI programme, not MK-ULTRA - and that proposal is not what this ruling rests on.

All three PDFs carry a text layer of ZERO characters, so nothing was read but the image: this is not OCR and not a fetch-tool transcription.Why we refused it. THE DOCUMENT THIS LINK ASKED FOR ARRIVED AND DID NOT SETTLE IT. This bind used to say "What would settle this link is the Office of Technical Service's own record of the SRI funding decision, which this corpus does not hold." The operator supplied it on 25 August 2026. THREE LEGS, ONE STANDS. (1) That OTS funded SRI's paranormal perception research is ESTABLISHED - paragraph 1 recommends the work "be jointly funded and monitored by the Office of Research and Development and the Office of Technical Service", approved over W.E. Colby's signature. (2) That the same lineage had earlier run MK-ULTRA is NOT ESTABLISHED: no page of the eleven names MK-ULTRA at all. (3) That TSD and OTS are one organisation renamed is NOT ESTABLISHED: nothing in these documents says it. What paragraph 3 does say is "A previous OTS project, summarized in the attached proposal, indicated the existence of paranormal perception phenomena." - an earlier OTS paranormal project, CONFIRMED AND NOT NAMED. So this is now a refusal rather than an absence: we hold the record, we read it, and it does not say this. The narrower claim these documents DO fully support - that ORD and OTS jointly funded and monitored paranormal perception research at SRI on a recommendation approved by the DCI - is not this claim and belongs between its own two ends. WHAT WOULD SETTLE LEGS 2 AND 3, NAMED 2 September 2026: the 1977 Senate joint hearing "Project MKULTRA, The CIA's Program of Research in Behavioral Modification" (Select Committee on Intelligence and Subcommittee on Health and Scientific Research, 3 August 1977) - a GPO publication of the same class as the four UAP hearings this project holds and reads. It is the public record of the programme itself: its office, its dates, its director, and its subprojects. Nothing this corpus currently holds can source MK-ULTRA at all - the only file about it is an abandoned Intellipedia wiki page whose own caution reads "FINDING AID ONLY ... no link on this map should rest on it", and a one-page commercial television transcript with third-party rights. Until that hearing is held here, MK-ULTRA stays off the front-page timeline, because every other block in that column is a documented programme and this one would be an assertion in the same shape. -

End date recorded as 1964 on Turner's sworn testimony (Senate joint hearing, 3 Aug 1977: "Project MKULTRA, a closely held CIA project conducted from 1953-1964"). THE DOCUMENT IS NOW HELD AND THAT PAGE HAS BEEN READ: the sentence is at printed 4 of senate-mkultra-joint-hearing-1977, rendered and read by eye on 2026-09-02, and printed 8 of the same hearing carries the DCI stating that the 1963 Inspector General report "led directly to the termination of this activity in 1964". Until today this note quoted a hearing this project did not hold, corroborated by an Intellipedia wiki page held by CIA (document intellipedia-mk-ultra), which records the 1964 rename to MK-SEARCH. THAT PAGE IS NOT THE AGENCY SPEAKING - it is an abandoned internal wiki article, substantially copied from Wikipedia, and its own catalogue record in this file marks it FINDING AID ONLY. It is recorded here as corroboration and nothing rests on it. THE BOUNDARY IS SOFTER THAN THIS DATE LOOKS. MKULTRA Subproject 149's own finance folder, read visually off the scan, records an authorization dated 31 Jan 1964 for a period of one year, allotment 4125-1390-3902, $10,000.00 obligated - with cancelled checks clearing 18 Feb, 4 Mar and 5 Mar 1965. Disbursement therefore continues into 1965. Dating the program by authorization rather than by final payment is what makes 1964 defensible; it is a choice, not a fact the record states. Do not present 1964-12-31 as a crisp terminus. The prior value in this field was 1973-01-01, which was almost certainly MK-SEARCH, the successor.
A clause was cut from this role on 2026-08-22. It read: "- the institutional root of the Agency's interest in the powers of the mind", closing the sentence about the technical-services lineage that funded SRI. The lineage sentence is kept; the clause is an editorial conclusion this corpus does not carry, and what the corpus does carry argues against it. MKULTRA ran a single ESP subproject - number 136, $8,579, one year - and Turner's sworn 1977 testimony files extrasensory perception among the one-off oddities: "Single subprojects in such areas as effects of electro-shock, harassment techniques for offensive use, analysis of extrasensory perception, gas propelled sprays and aerosols". The words psychic, telepathy, parapsychology and clairvoyance appear nowhere in that hearing. The claim may still be true. It is not sourced, so it is not asserted.
