The clause "that supervised Project MKULTRA" is his and is what this link rests on. Note also that the office is called the Technical Services Staff, the Technical Service Division and the Office of Technical Services at different points in this one hearing; this corpus files them as one entity and that is an editorial decision, not the record's.
Notes on this record
Entered undated. The documents that put this entity on the map - the two states of the Office of Research and Development / Office of Technical Service paranormal perception memorandum - PRINT NO DATE ON THEIR FACE. The serial DD/S&T 3697-73 carries the year 73 and the stamp beside the approval signature is illegible at 600 dpi, so no date is derived. This is a gap, recorded as one.

The document carries these 3
- the executed memorandum recommends the effort be jointly funded and monitored by ORD and OTS
- the 1976 memorandum states the attached final report describes several years of CIA (ORD & OTS) sponsored research
- the 1976 memorandum recommends an internal CIA program be re-instated and continued within OTS
It does not support this
that this office had earlier run MK-ULTRA
NOTHING on any of the eleven pages read names MK-ULTRA, TSD or the Technical Services Division. Paragraph 3 of the executed memorandum refers to a previous OTS project and does not name it.
