The renamed Project SIGN, and the programme at the centre of the oldest complaint about USAF UFO work - a complaint AARO records with a hedge on every clause. "Project SIGN was renamed Project GRUDGE in approximately February 1949." Staff "especially those who seemed to lean towards belief in the 'interplanetary' origin of UFOs, were reportedly purged from the organization"; "one account" says the remaining believers changed their minds under perceived pressure from the Pentagon's leadership, and "this same account claims that the Pentagon's goals for Project GRUDGE were to discount and explain away all reports of UFOs". It investigated 244 reports, found no evidence they represented foreign technology, and its final report "recommended that the organization be downsized and de-emphasized because it was believed Project GRUDGE's very existence fueled a 'war hysteria' within the public". What follows is not hedged: "The USAF subsequently implemented a public affairs campaign designed to persuade the public that UFOs constituted nothing unusual or extraordinary. The stated goal of this effort was to alleviate public anxiety." It was terminated on December 27, 1949, and the USAF folded the work into its existing intelligence processes rather than stopping it.

The same page records that staff who leaned "interplanetary" were "reportedly purged" around this change - an allegation AARO attributes to "one account" rather than asserting, and which is quoted with its hedge on the GRUDGE entry.
