Roscoe Hillenkoetter

1957–1982

First Director of the Central Intelligence Agency (1947-1950). After retiring from the Navy, joined the board of governors of the civilian UFO research group NICAP (1957-1962) and publicly said Air Force secrecy was preventing officers from disclosing genuine sightings.
