H. Marshal Ward

Maj. Gen. H. Marshal Ward, USAF - Director of Special Programs / DoD SAPCO (1998-2001). In the Wilson-Davis memo he is the senior special-programs authority who advised Adm. Wilson to search the OUSDAT reference-group files where Wilson said he found the unusual record group - a documented link between the SAP gatekeeper office and the memo's crash-retrieval inquiry.
