JANAP 146 (CIRVIS)

1954

Joint Army-Navy-Air Force Publication 146 ("Communications Instructions for Reporting Vital Intelligence Sightings," CIRVIS) - the Cold War channel, implemented for the Air Force via AFR 55-88, that explicitly listed UFOs among "vital intelligence sightings" requiring immediate reporting, with unauthorized public disclosure punishable under U.S. espionage statutes. A reporting-and-secrecy channel that ran parallel to, and outlasted, the public Blue Book program.
