Laser and materials physicist (PhD, University of Georgia) whose career ran through AFRL, the CIA's National Reconnaissance Office and Directorate of Science & Technology, DIA, US Strategic Command, the National Security Council, and US Space Command before becoming AARO's first director (2022–2023); publicly disputed David Grusch's crash-retrieval claims. After leaving AARO, joined Oak Ridge National Laboratory as chief technology officer for defense and intelligence programs, and later joined WestExec Advisors, the national-security consultancy founded by former Obama officials including Antony Blinken — a widely cited case of the Pentagon-to-industry revolving door. In a January 2024 Scientific American op-ed, said he'd found no evidence of aliens and attributed the disclosure narrative to "circular reporting" from "a small group of interconnected believers... with possibly less than honest intentions."
