New York University's Research Division (College of Engineering) held the Air Materiel Command contract to develop the constant-level balloons; its group - engineer Charles B. Moore under research director Athelstan Spilhaus - built and launched the balloon trains Project Mogul flew. NOT related to author William L. Moore.
