Under Secretary of Defense for Intelligence and Security; testified at the May 17, 2022 House Intelligence hearing, Congress's first open UAP hearing in over 50 years, reporting over 400 UAP incidents since 2019 but no evidence of extraterrestrial origin. Said he was unfamiliar with the Wilson-Davis memo when asked about it directly. Between government roles, founded and ran his own consulting firm, Oceanus Security Strategies, rather than joining an established defense contractor.
