1994
William Perry - U.S. Secretary of Defense (1994-97) who reorganized the special-access-program structure in 1994. Named in the Wilson-Davis memo as the official whose 1994 reorganization set apart the unusual carve-out record group Wilson says he found; the memo says Perry wanted the program's unusually high security budget investigated but was told to drop it.
