“STARGATE. The conferees agree to provide $2,000,000 for the STARGATE program as proposed by the Senate. The conferees support the continuation of DIA's specialized HUMINT initiative encompassed in the STARGATE program and, following last year's practice, are including R&D funding so that the program may pursue a long term research and operations plan without constant review and adjustment. The conferees direct that the Director of DIA realign ten civilian billets within DIA to be dedicated solely to the STARGATE program.”

(2) an even balance between foreign assessments, operational activities and research ... (3) operational users should be identified in DoD and the intelligence community ... the conferees desire that, in particular, a tasking relationship be developed with the Department of Defense Special Operations Command; and (4) a report on the overall two year architecture be prepared and provided to the Committees on Appropriations within 120 days after enactment of this Act.”
