Stargate Project

THE NAME IS YOUNGER THAN THE PROGRAMME, AND THE GOVERNMENT STRETCHED IT BACKWARDS ITSELF. Three facts, in order, all from documents held here. ORIGIN, 1991: a DIA staff study of 1 December 1992 records that following the FY91 congressional direction DIA established "a limited dissemination (LIMDIS) project, codenamed Star Gate, to provide security and access control for this program" - a security compartment, not an umbrella. CURRENT USE, 1993: DIA's own "STAR GATE Project: An Overview" of 30 April 1993 describes "the three main activity areas ... of the STAR GATE program" and sets the earlier work out separately as a "BRIEF HISTORY OF PHENOMENOLOGICAL RESEARCH". EXTENDED USE, 1995: CIA memorandum ORD-0520-95 of 27 September 1995 calls the effort "the Star Gate Program", has a blue-ribbon panel "conduct a twenty-year technical review" of it, describes the American Institutes for Research "assessing its blue-ribbon panel review of CIA and DIA sponsored research spanning over twenty years", orders "a comprehensive declassification review of all DOD and CIA program files", and moves to "immediately declassify past CIA sponsorship". By 1995 the US government was using Star Gate for the whole twenty-year effort, including its own earlier sponsorship of the work at SRI. SO THIS ENTRY IS NAMED AS THE GOVERNMENT NAMED IT. What is NOT established is that the name existed earlier: no document held here uses it before December 1992, and any sentence on this map that places the name in the 1970s or 1980s is using it retrospectively, as CIA did in 1995. AN EARLIER VERSION OF THIS NOTE TOLD READERS THE OPPOSITE, AND WAS WRONG. Written on 26 August 2026, it said "on the documents, Star Gate is the LAST COMPARTMENT in a succession and not the name of the succession", and the description then called the umbrella use "a convention of this map and not a usage found in any document it holds". The 1995 memorandum is a document held here, it uses the name exactly that way, and it had been read, transcribed and quoted in this project three applies earlier the same day. The mistake was to measure which documents use the name and when, then reason only from the two that define it without asking what the third meant by it. Corrected within the hour, on the operator's instruction that the site be factually correct for its readers.

1978 IS NOT THIS ENTRY'S OWN DATE, and it is not the year the name appeared - no document held here uses the name Star Gate before December 1992. The year recorded is the start of GRILL FLAME, the first of the successive programmes this entry carries and the first the front-door timeline nests inside it. SCANATE (1972) and GONDOLA WISH (1977) are drawn BESIDE this block rather than within it, on a decision recorded in build-vertical.mjs, so neither of their years was taken. The day is a placeholder and the site labels it as one: an umbrella that is a convention has no founding day.

NO END DATE IS ESTABLISHED, AND THE PROGRAMME ALMOST CERTAINLY DID END. Those two statements are both true and this project can only assert the first. What is held: the American Institutes for Research evaluation, a DRAFT dated 22 September 1995, concluding "continued use of remote viewing in intelligence gathering operations is not warranted"; and CIA memorandum ORD-0520-95 of 27 September 1995, whose key recommendations are "Terminate remote viewing operations within the intelligence community" and "Terminate research and development relating to remote viewing within the intelligence community", proposed for forwarding to Congress in satisfaction of a Congressionally Directed Action. Neither is a termination order. Neither gives a date on which anything stopped. This entry previously carried 1995-11-28, which is recorded in end_removed and rested on nothing in this corpus. THE COLUMN THIS SITS IN ALREADY ANSWERS THIS WAY THREE TIMES: SCANATE holds no end, SUN STREAK holds no end, and CENTER LANE records "NO TERMINATION DATE IS HELD". SEPARATELY AND NOT SETTLED HERE: a DIA staff study of December 1992 held by this project says the codename Star Gate was established after the FY91 congressional direction as a limited-dissemination project "to provide security and access control for this program". That was hard to square with this entry's start date of 1978 and with its description of itself as an umbrella over two decades. It is no longer left open: on 26 August 2026 the description stopped calling itself the umbrella name and now states that carrying the whole succession under the final codename is a convention of this map, with the attestation set out in the note on the name and the origin of the 1978 recorded in the note on the date.

ENDING SENTENCE REWRITTEN 2026-08-26, in the hour after the end date was removed. This description said "Terminated in 1995 after a CIA-commissioned review concluded it had no operational value" while the end_note directly beneath it said no page this project holds records a termination or a date for one. One claim in two places and only one of them updated - the failure this repo names in its own comments as its recurring one, repeated on the page that was fixing an instance of it. What replaces it says what the two held documents support and stops there: CIA memorandum ORD-0520-95 of 27 September 1995, which recommends terminating remote viewing operations and research and quotes the American Institutes for Research on why, and the AIR evaluation itself. THE REPLACEMENT WAS REWRITTEN ONCE BEFORE IT WAS WRITTEN. Its first draft quoted AIR's "continued use ... is not warranted", and the apply's own gate refused it - that sentence sits in a link's evidence string, not in any page this project has read. The description now quotes only wording carried by pages that were rendered and read. The review's other finding, that a statistically significant laboratory effect was demonstrated, was already in this description as a trailing clause and is now a sentence of its own, because it is the half a reader is most likely to be told about last. ANSWERED LATER THE SAME DAY, and this paragraph is left in place rather than rewritten so the sequence is visible. The opening clause did call this an "Umbrella name" for a two-decade programme, and the December 1992 staff study held here contradicts that - it says the codename was established after the FY91 direction as a limited-dissemination security wrapper. Measured afterwards across the whole corpus: eight documents use the name, every dated one is 1 December 1992 or later, and DIA's April 1993 overview treats the earlier work as history it recounts rather than as work it covers. The opening clause was replaced, and then the replacement was itself corrected ninety minutes later. The first replacement said this entry carries the whole succession under the final codename AS A CONVENTION OF THIS MAP - which was false, and was contradicted by CIA memorandum ORD-0520-95 of 27 September 1995, a document read, transcribed and quoted in this project three applies earlier the same day, in which CIA calls the effort "the Star Gate Program" and commissions "a twenty-year technical review" of it. The entry now says it is named as the government named it, and the note on the name sets out the origin in 1991, the current use in 1993 and the extended use in 1995 in order. What was NOT done, and remains the operator's: narrowing this node to the 1991 compartment and moving the sixteen-odd pre-1991 claims off it. There is no umbrella node to receive them, and sixteen reassignments is sixteen fresh chances to be wrong.
