No page among the fifteen CREST files read on 23 August 2026 states that Atwater held that title: he signs one GONDOLA WISH memorandum (31 July 1978, on attending a Charles Tart seminar) as "Project Officer", and two other GONDOLA WISH memoranda as "CI Studies Section"; the 27 April 1978 milestone chart names him as action officer. Ryan identified the officer as Atwater on 23 August 2026 from knowledge outside this corpus, giving the title as "operations officer" - which in the documents held here belongs to CENTER LANE in about 1983, not to GONDOLA WISH in 1978.
