Caveat THE ADVICE IS DRAWN TO THE MAN WHO TOOK IT, NOT TO THE PROGRAMME. Clapper recommended; Lynn decided. An edge from Clapper to AAWSAP/AATIP would give this record an actor it does not have, and the decision has its own edge. AND IT IS STILL THE DEPARTMENT DESCRIBING ITSELF. This paragraph is the best-evidenced thing in the report - a dated letter, three named officials, and an endnote citing a memorandum - but the letter and the memorandum are not held here, and nothing in this corpus carries any of the three men's own account of the exchange.
