DAF Committee to Review Project Bluebook, 1966-1967

This is not a title. It is the identifier the file was released under — Release filename only, and it describes the file inexactly: the file holds records of the USAF Scientific Advisory Board ad hoc committee (1966) AND of the University of Colorado (Condon) study (1967). No single title page covers it.

The purpose of the meeting is stated as "To discuss how best to implement the recommendations made by the SAB Ad Hoc Committee to Review Project Blue Book" — so this is the implementation meeting, held after the committee's March 1966 report, not the committee's own session.

“Thus far the best hypothesis that UFOs exist appears to be the one proposed by Mr. Richard Hall, Deputy Director of NICAP. His is an active hypothesis whereas McDonald's is passive. According to the Committee, Hall definitely believes UFOs exist and are extra-terrestrial, solid objects.”

That Richard Hall was Deputy Director of NICAP.

“McDonald also believes they exist and are of extra-terrestrial origin but arrives at his conclusion ‘by remainder’ after eliminating all other possibilities of terrestrial and divine origin and leaving extra-terrestrial as the only alternative. At this time, the UOC Committee apparently favors the Hall hypothesis.”

The sentence begins on p.34 and finishes on p.35. Both were rendered and read; citing only p.34 would have verified half a sentence.

On 5 May 1967, members of the University of Colorado UFO Investigating Committee presented a ‘position paper’ on the state of their thinking on the UFO Study. This memo is based on verbatim notes taken at that meeting.”

Attendees listed include Dr. Edward V. Condon (Principal Investigator), Mr. Robert J. Low (Project Coordinator), Dr. W. K. Hartman, Dr. William Price and Dr. Tom Ratchford of OSR, and Lt Col Harold A. Steiner of the SAB — the same secretary who certified the 1966 meeting on p.5.

“For cases prior to 1967, the Committee asked NICAP to pick out cases they believe should be included in the computer analysis part of the investigation. When questioned as to why NICAP was solicited as a source, the Committee stated that if their report is to have any credibility then NICAP would have to be involved in one form or another.”
