“Because the Air Force was a major player in those events, we have played a key role in executing the General Accounting Office's tasking to uncover all records regarding that incident. ... In July 1994, we completed the first step in that effort and later published The Roswell Report: Fact vs. Fiction in the New Mexico Desert. This volume represents the necessary follow-on to that first publication and contains additional material and analysis.”

THE INQUIRY DESCRIBING ITSELF, over the signature of the Secretary of the Air Force: that it was executing a General Accounting Office tasking, that July 1994 was the first step, and that this volume is the follow-on. The ellipsis stands where the foreword states the objective of the inquiry.

“When critically examined, the claims that the U.S. Army Air Forces recovered a flying saucer and alien crew in 1947, were found to be a compilation of many verifiable events. For the most part, the descriptions collected by UFO theorists were of actual operations and tests carried out by the U.S. Air Force in the 1950s. ... other descriptions are believed to be distorted references to Air Force members who were killed or injured in the line of duty.”

THE AIR FORCE'S OWN CONCLUSION ON THE REPORTED BODIES. The same page also records the method plainly - that the research "relied almost exclusively on the descriptions provided by the UFO proponents themselves" - which is the document stating the limit of its own evidentiary basis. Both halves belong to any honest use of it. The ellipsis stands where the conclusion discusses accusations of cover-up.
