Immaculate Constellation

Alleged Unacknowledged Special Access Program (USAP) first named publicly by journalist Michael Shellenberger in a November 2024 whistleblower report, said to have been established after Luis Elizondo's 2017 public disclosure of AATIP/AAWSAP to collect imagery intelligence on UAP and alleged "Reproduction Vehicles." The anonymously authored report alleges the program ran without lawful congressional reporting or oversight for decades; the Pentagon has denied any records of the program exist.
