Senior atmospheric physicist at the University of Arizona's Institute of Atmospheric Physics and the most scientifically credentialed UFO advocate of his era. The Office of Naval Research funded his UFO research in 1967; he worked from Project Blue Book files at Wright-Patterson and became the fiercest scientific critic of Edward Condon's committee, testifying to Congress in 1968 that "UFOs are entirely real and we do not know what they are." Found dead in the desert near Tucson on June 13, 1971 with a .38 revolver and an apparent suicide note; ruled suicide following an earlier attempt.
