In the Wilson-Davis memo he is the SAP gatekeeper Wilson consulted. His offices are real; the UFO-program link is the memo's contested claim.

Why we refused it. THE PAGE READ DOES NOT SAY WARD REPLACED KOSTELNIK. It has Ward making a suggestion and nothing about a succession. The relation asserts the memo "notes" something the read pages do not note. PROVISIONAL - it may be on one of the ten unread pages, and until it is read this link claims more than we have seen.
