WHAT THE DOCUMENT IS, ON ITS OWN FACE: notes headed with initials, a date, and a named meeting, written in a two-speaker shorthand (TW: / EWD:) throughout. It is not a transcript, not a memorandum to anyone, and not on any letterhead. It is a private set of notes, and everything else follows from that.
“TW: Uh, was Paul Kaminski - talked to both Paul and Mike Kostelnik (a Brig. General) ... In Paul's office (OUSDAT) - dir. of special programs in OUSDAT ... as organized (re-organized) by Perry in '94. Mike is also director of SAPCO (Special Access Programs Coordination Office). Mike is member and executive secretary to SAPOC (Special Access Programs Oversight Committee) in capacity as SAPCO director. Mike is a member of the Senior Review Group. THE SOURCE OF MOST OF THIS PROJECT'S SAP-STRUCTURE ENTITIES, and note what it actually is: one man's recalled account of who held which post, written down by a second man five years later, in a meeting the first man denies. The offices are real and independently checkable. This is not where they should be sourced from.

THE MEMO DOES NOT NAME THE PROGRAMME OR THE CONTRACTOR. It declines both, four times, in eight lines. This is the second document read today whose central party is deliberately unnamed - AARO's report anonymises the people it clears, and this memo anonymises the programme it alleges. ANY LINK IN THIS MAP THAT PUTS A COMPANY NAME TO THE ALLEGED CRASH-RETRIEVAL PROGRAMME IS NOT GETTING IT FROM THIS DOCUMENT.

THE MOST-QUOTED LINE IN THE DOCUMENT, AND THE LINE THAT SAYS WHAT THE DOCUMENT WAS FOR. Davis records his own answer that the notes were for private research and that he would keep quiet. They surfaced publicly after Edgar Mitchell's death in 2016. Whatever else is true of this memo, it was not written to be published, and that bears on how it should be read.

Wilson was DIRECTOR of the Defense Intelligence Agency from July 1999 to July 2002 - Defense Intelligence Agency, "Directors of DIA - VADM Thomas R. Wilson, USN" (dia.mil), read 30 August 2026 - and had retired three months before the October 2002 meeting these notes record. The earlier wording gave him his 1997 standing at a 2002 meeting. HIS DENIAL IS UNCHANGED AND IS THE POINT: Wilson denies the meeting and its contents, and this link asserts only that the notes record an account attributed to him.

What IS sourced: Patrick Hughes was Director of the Defense Intelligence Agency 1996-99, so in 1997 - the period the Wilson-Davis memo describes - Wilson was junior to him. That relationship is the claim this link makes and it holds. What is NOT sourced: that Wilson's post was "Deputy Director of DIA". No source found establishes he ever held that title; the posts attributable to him below flag rank are Joint Staff posts - Vice Director of Intelligence, and Director of Intelligence (J2) - which is a different organisation, and no dates were found for either. Checked 30 August 2026. Replacing one unsourced title with another would read as a correction and be a guess, so the wording stands and this caveat says why.

Why this was not used. THE MEMO SAYS THE OPPOSITE OF ONWARD TRANSMISSION. On its last page Davis records that he intends to keep the notes for private research and keep quiet. That Mitchell came to hold them is the central provenance claim about this document and it is not in the document.

Why this was not used. A DOCUMENT CANNOT RECORD ITS OWN LATER HISTORY. This is the single most important unsourced claim in the whole cluster - it is the entire chain of custody - and nothing this project holds establishes it.
