After a profound experience returning to Earth in 1971, he resigned from NASA to found the Institute of Noetic Sciences and became a public advocate for both consciousness research and UFO disclosure, saying he was "convinced enough of the reality of the ET presence" to state so publicly. Also served on the Science Advisory Board of Robert Bigelow's NIDS, documented in surviving 1996 correspondence between them.

    Why we refused it. THE MEMO SAYS THE OPPOSITE OF ONWARD TRANSMISSION. On its last page Davis records that he intends to keep the notes for private research and keep quiet. That Mitchell came to hold them is the central provenance claim about this document and it is not in the document.
