The EWD Notes / Wilson-Davis Memo - physicist Eric Davis's typed notes of an Oct 16 2002 meeting in which Adm. Thomas Wilson - Director of the Defense Intelligence Agency from July 1999 until his retirement in July 2002, three months before the meeting - allegedly described being denied access, in 1997, to a special-access program at a top US aerospace contractor said to hold recovered non-human craft. The notes surfaced from Edgar Mitchell's papers after his 2016 death. A foundational primary document of the crash-retrieval narrative - but a contested one: Wilson has flatly denied the meeting and its contents.

Wilson was DIRECTOR of the Defense Intelligence Agency from July 1999 to July 2002 - Defense Intelligence Agency, "Directors of DIA - VADM Thomas R. Wilson, USN" (dia.mil), read 30 August 2026 - and had retired three months before the October 2002 meeting these notes record. The earlier wording gave him his 1997 standing at a 2002 meeting. HIS DENIAL IS UNCHANGED AND IS THE POINT: Wilson denies the meeting and its contents, and this link asserts only that the notes record an account attributed to him. -

Recategorised from "incident" to "contractor" on 30 August 2026, on the same reasoning that moved the Pentacle Memorandum there on 26 August: a contractor's own document about government business is not a government document. Eric Davis was a contractor scientist in 2002 and these are his own typed notes, which is why the document record ewd-notes-wilson-davis-2002 is classed third-party on rights and cannot be republished here. The operator first leaned "gov" - the meeting was official business and gov is where a reader looks - and changed the ruling when this session corrected its own misstatement that the Pentacle precedent was "science". All five document-nodes under cat gov are documents an agency issued; this one is not, and filing it there would put the map and the file in silent disagreement about the same object. THE CATEGORY IS A SHELF, NOT A VERDICT: nothing here bears on whether the memo's contents are true, and Adm. Wilson's denial stands in the role text unchanged.
