National Reconnaissance Office (NRO)
The agency that designs, builds and operates America's spy satellites - founded 1961 and not even publicly acknowledged until 1992. Through 1986 the Under Secretary of the Air Force concurrently served as NRO director (Hans Mark, then Pete Aldridge), and the Air Force's SAF/AA office was its administrative cover mechanism. The archetypal black-world institution around which much special-access secrecy is organized.
