Not a programme but a contract, and the report says so: "Project BEAR was an informal name given by Capt Ruppelt, Chief of Project GRUDGE, to a contract he created with the Battelle Memorial Institute (BMI) to provide scientific support to the new Project GRUDGE." Battelle "provided technical support, studied the reliability of interviewee information recall from UFO sightings, created an improved debriefing questionnaire for observers, and developed a computer punch-card system" that automated the statistical study of the UFO reports held by Project GRUDGE and Project BLUE BOOK. "BMI released a report under the cover of ATIC to maintain its anonymity. Completed in late 1954, the report was titled 'Special Report No. 14.'" Its analysis "concluded that all cases that had enough data were resolved and readily explainable", assessed that most cases marked unknown could be explained if more data were available, and concluded it was "highly improbable" that any represented technology beyond "present day scientific knowledge".

Caveat PROJECT BEAR WAS A CONTRACT, NOT AN ORGANISATION - AARO's own words, "an informal name given by Capt Ruppelt ... to a contract". It is filed as a program because that is the vocabulary this map has, and its form_note says so. The GRUDGE at the far end is the SECOND one, "the new Project GRUDGE" in the source's phrasing.

Caveat THE ANONYMITY IS THE POINT OF THIS EDGE. Battelle did the work - witness-recall reliability, a better debriefing questionnaire, a punch-card system for the statistics - and its report was published "under the cover of ATIC to maintain its anonymity" as "Special Report No. 14". A reader meeting Special Report No. 14 as an Air Force product is meeting it as it was designed to be met. There is no node here for Special Report No. 14 itself.

form is "program" because that is the vocabulary this map has and because the report lists it among the investigatory efforts - but it was a CONTRACT, in AARO's own words "an informal name given by Capt Ruppelt ... to a contract he created with the Battelle Memorial Institute". There was no Project BEAR organisation, and a reader meeting it in a list of government programmes would otherwise assume there was.
