Special Access Programs Oversight Committee (SAPOC) - the senior Defense Department body that oversees the military's special-access (black) programs, supported by the SAP Coordination Office (SAPCO). The real DoD gatekeeping structure named in the Wilson-Davis memo as controlling access to the alleged crash-retrieval program. A documented oversight body; the UFO connection is the memo's contested account.
