  Caveat THE QUOTED REASON IS AMBIGUOUS AS PRINTED AND IS LEFT THAT WAY. "due to lack of merit and the utility of the deliverables" reads, taken literally, as though the utility of the deliverables was itself a reason to cancel. It is far likelier to mean a lack of both. Tidying it to "a lack of merit and of utility" would be this project resolving a source's ambiguity and then handing the resolution back in the source's voice, so the words stand as printed. Two further limits: "the program" in that sentence is the compound "AAWSAP/AATIP", and this map has no aawsap node to split it across; and this is AARO characterising a cancellation decision, not a cancellation order - no such order is held here.

  Why we refused it. AARO WILL NOT NAME THE CONTRACTOR. "A private sector organization" is as far as it goes, here and at printed 34 where it describes "a property owned by the private sector organization". Everyone involved knows which company is meant; this document does not say so, and supplying the name ourselves would be us writing the source rather than reading it. This is the anonymisation caution on this record doing its job.
