Robert Monroe
Businessman (radio and cable television) who began having spontaneous out-of-body experiences and wrote about them in the bestselling 1971 book "Journeys Out of the Body." Founded a private lab near Charlottesville, VA to study the phenomenon, which grew into The Monroe Institute; developed the "Hemi-Sync" binaural-beat technology with physicist Tom Campbell and engineer Dennis Mennerich. Army intelligence, and later the CIA, took a formal interest in the Institute's techniques, culminating in a declassified 1983 report on its "Gateway Process."

Ryan identified the officer as Atwater on 23 August 2026 from knowledge outside this corpus, giving the title as "operations officer" - which in the documents held here belongs to CENTER LANE in about 1983, not to GONDOLA WISH in 1978.
