Worked at NIDS under mentor Hal Puthoff, authored at least six AAWSAP-era Defense Intelligence Reference Documents on exotic propulsion, and wrote the 2002 "Wilson-Davis memo" describing an alleged Pentagon crash-retrieval briefing. Later worked at The Aerospace Corporation (2019-2024) and was one of roughly 40 witnesses in Grusch's whistleblower complaint.

    Why we refused it. THE MEMO SAYS THE OPPOSITE OF ONWARD TRANSMISSION. On its last page Davis records that he intends to keep the notes for private research and keep quiet. That Mitchell came to hold them is the central provenance claim about this document and it is not in the document.
